enable Democracy Mode only for spells cast at/on and dialogue directed at Alt Seija and Alt Gasanae. I think that's pretty cut-and-dry, with no room for confusion. More people could conceivably be added later, of course, if they are found to have more allies.

Why, I could reasonably say that the sole reason Democracy Mode exists is that you can globally fulfill your desire for policing the actions of your fellow players, and that if everyone was okay with their fellow players making the occasional mistake, Democracy Mode wouldn't be necessary. But that's not very flattering!

social consequences are perfectly fine, as is reasonably-justified countermanding (as much as I personally am not a fan of it), as also is the parser choosing to simply ignore a troll player or outright remove them from the game. (See Nefer as a perfect example of this: Despite the fact that none of his troll posts ever came during a Democracy Mode, none of them ever came to fruition, due to the vigilance of the other players and/or the sensible nature of the parser.)
