Remember, fairies aren't very smart.
I don't know a whole lot of fanon about Daiyousei specifically, but I think doing/saying stupid things is in character for a fairy.

But in this game's canon, Dai-chan is still smarter than the average fairy.
Besides, if we get on her bad side, that whole table-fetch would've been for nothing.
Remember the visual of us being tied up and Cirno being boiled alive?

My thoughts are smart doesn't mean immune to passion or short attention span or wandering thoughts and the like. That is, she has a better memory and more processing power than the average faerie, but is still ultimately a faerie. And right now she's in a charged situation so forethought may not be the first thing to come to mind. Right now, she (I presume, given our reactions), wants Reimu to stop beating up Sanae, and the easiest and fastest way to do this is to try to shout some sense into her and distract her attention in general.

I mean, if yalls don't wanna roll with that, that's cool. Just I don't think it's out of character or improper at all.

I`m favoring shouting, as said we are a fairy and we`re smart as a fairy, and we are as Cirno stated before "Nice and doesn`t want to fight anyone.", but backing down wouldn`t be right, even Stupidly OP Shrine Maidens that maintain order need to have their actions straightened up sometimes.
